Annual Open Enrollment

The 2024 Open Enrollment period is May 1 – 17, 2024.
(Plan Year July 1, 2024 - June 30, 2025)

Unless you experience a qualifying event, Open Enrollment is your only chance to enroll, cancel coverage, or change plans for yourself, an eligible spouse, or dependent children.

Benefits Included With Health Plan Enrollment

Individuals enrolled in a State of Delaware non-Medicare health plan, administered by Highmark Delaware or Aetna, are automatically enrolled in the State of Delaware prescription plan. CVS Caremark provides an Automatic Refill and Renewal program for home delivery, CVS Pharmacy Pickup and Delivery Options, CVS Specialty Pharmacy and over 66,000 pharmacies are available under the CVS Caremark network. You will also have access to a variety of digital tools that offer the ability to check drug cost and coverage, request a prescription, view your ID Card, and manage your profile. The SurgeryPlus benefit is a comprehensive surgical program that provides a personalized concierge experience from dedicated Care Advocates and access to excellent health care through a network of credentialed Surgeons of Excellence for planned, non-emergent surgeries. Enrollment in the SurgeryPlus benefit is automatic for individuals enrolled in a State of Delaware Aetna or Highmark Delaware non-Medicare health plan.

Their goal, in partnership with the State of Delaware, is to simplify the surgical process from start to finish - from helping schedule appointments to eliminating medical bills related to your care. The credentialed surgeons undergo a rigorous evaluation process to assure that you receive high-quality care from specialists who excel in the area related to your needs. SurgeryPlus negotiates a single cost (bundled rate) for the entire surgical procedure, resulting in savings for the State of Delaware.

Using the SurgeryPlus benefit for your planned, non-emergent surgeries saves you money by reducing your financial responsibility and removing deductibles, copays and coinsurance amounts. The ComPsych® GuidanceResources® program is a FREE program available exclusively to State of Delaware Group Health Plan non-Medicare members and their dependents. The program offers someone to talk to and resources to consult whenever and wherever you need them. Members can call the toll-free number at 877-527-4742 directly for 24/7 access to a GuidanceConsultant℠ who will answer your questions and, if needed, refer you to a counselor or other resources such as work-life, legal, and financial support. You also have access to the website at www.guidanceresources.com (Web ID: State of Delaware), mobile app to consult articles, podcasts, videos, webinars, and other helpful tools. “DEFER” is a voluntary retirement program that works like a private sector 401(k) plan and is managed by Voya Financial. The State of Delaware 457(b) plan is available to full-time employees of State Agencies, School Districts, Charter Schools, Delaware Technical Community College (DTCC) and Delaware State University (DSU). The State of Delaware 403(b) plan is available to full-time and part-time education employees of School Districts, Charter Schools, DTCC, and DSU, as well as the Department of Education.

DEFER offers low-cost investments, an award-winning website and mobile app, as well as a team of local plan representatives that will assist State employees at no cost. Participation in the deferred compensation plan helps State employees save for retirement alongside Social Security, pension, and personal savings. Employees can sign up or change their contributions for DEFER at any time of the year; however, Open Enrollment is a great opportunity for employees to review their retirement savings.
