About Secretary Yvonne Anders Gordon


Secretary Yvonne Anders GordonYvonne Anders Gordon was nominated by Governor Matt Meyer to serve as Secretary of the Delaware Department of Human Resources and confirmed by the Delaware Senate in January 2025.

With extensive experience in government operations, labor relations, and strategic workforce policy, Secretary Gordon leads DHR’s efforts to support, develop, and retain a talented and diverse workforce for the State of Delaware. She oversees employment, recruitment, compensation, benefits, and workplace policies for more than 16,000 state employees.

Before joining DHR, Secretary Gordon served as the Acting General Manager of the New Castle County Department of Public Works, where she implemented the countywide nepotism policy, enhanced labor relations strategies, and launched a new employee orientation program.

Previously, she served as New Castle County’s Chief of Administrative Services, introducing the GovDeals online auction platform to streamline the disposal of surplus assets. As Deputy Secretary of the Delaware Department of Safety and Homeland Security, she strengthened operations across multiple agencies, including the DMV, DEMA, State and Capitol Police, Alcohol and Tobacco Enforcement, and Highway Safety.

She holds a Doctor of Education in Leadership, Administration, and Policy from the University of Delaware, a Certification in Strategic Leadership for State Government Executives from Duke University, an MBA in Finance and Banking from the University of Wisconsin-Madison, and a Bachelor of Science in Accounting from North Carolina Agricultural and Technical State University.
