Disability Insurance Program (DIP) - Return to Work

The Return to Work (RTW) component of the State of Delaware’s Disability Insurance Program (DIP) has one primary goal – to get you back to work as soon as you are medically able, following a disabling illness or injury, and help you remain in your current position or obtain a position that is within your limitations and/or restrictions.

Returning to work has many benefits for you. Returning to work can reduce the financial burden to you and your family, help with the healing process, and keep you connected with friends and coworkers. Returning to work also benefits the State by minimizing disruption to your organization’s daily operations.


The Hartford is available to assist you with returning to work from STD.

In addition as part of the State of Delaware’s DIP, the Statewide Benefits Office (SBO) Return to Work Coordinator (RTWC) in the Department of Human Resources, Statewide Benefits Office (SBO) provides return to work assistance to employees who are currently on an approved STD claim or were previously on an approved STD claim within the past 36 months. Note: RTW from LTD is managed primarily by the SBO RTWC, with assistance from the Hartford Vocational Case Manager (VCM) as necessary.

As part of the State of Delaware’s DIP, the Statewide Benefits Office (SBO) Return to Work Coordinator (RTWC) provides stay at work assistance to employees and former employees who:

  • Are currently on an approved STD or LTD claim or were previously on an approved STD or LTD claim within the past 12 months

and

  • Have returned to work and are having a relapse or exacerbation of the disability, illness, or injury and having difficulty performing the essential functions of the position.

The SBO RTWC works with the employee’s Human Resource/Benefits Office and organization’s ADA coordinator (or designee) to identify possible reasonable accommodations that would allow the employee to remain in the employee’s current position performing the essential functions.
