Summary of Benefits and Coverage (SBC)


Federal law requires that all benefit-eligible individuals have access to the SBCs (paper or electronic copies) prior to Open Enrollment. For individuals who are enrolled in a health plan, this includes a copy of that plan’s SBC. For individuals who are not enrolled in a health plan, either because the individual is a new hire or has waived coverage, this includes a copy of all plan SBCs for which the individual is eligible to enroll.

For active employees who have access to enroll in benefits via an online portal, the state must provide a link to the electronic SBCs. Paper copies are available at no cost upon request to the Statewide Benefits Office. In addition, employees must confirm receipt of the SBC documents before submitting their Open Enrollment selections. For State of Delaware active employees, this link and affirmation is included in Employee Self Service.

For active or retired employees who do not have access to enroll in benefits via an online portal, the state must provide paper copies of the SBCs. SBCs were included in the Open Enrollment Notice packets sent to members home addresses.
