2019 Governor's Team Excellence Award Recipients
GEAR P3 Innovation and Efficiency Award Recipient
Delaware One Stop Rebuild Team
Department of State, Department of Technology & Information,
Department of Finance, and Department of Labor
This dynamic team representing four cabinet departments built a convenient, centralized transactional platform to help business owners work through the necessary steps to begin operation in Delaware. This new site, Delaware One Stop, is a modern, user-friendly system that allows businesses to interact with State government more efficiently by simultaneously transacting with multiple state agencies through a single login. Its cloud-based platform also allows the system to seamlessly and securely evolve as technology changes. The team’s innovative work greatly improved and simplified the business owner user experience while at the same time increasing efficiency and data sharing among Delaware agencies.
Champions Award Recipients
SR 1 Christiana Mall Project Team
Department of Transportation
By working together in constant collaboration and using innovative construction techniques, this team was able to deliver a $1 million project that typically takes 1-2 years to accomplish in 5 short months. This team was tasked with reconstructing a portion of State Route 1 Northbound near the Christiana Mall that needed to be repaired before the busy holiday season. Given the autonomy of a self-managed team structure, this cross-functional group of subject-matter experts from multiple DelDOT divisions found innovative construction methods and scheduling to get the project done before the week of Christmas, with no daytime lane restrictions. The success of the new construction method (using pre-cast concrete instead of the usual cast-in-place method) can now be replicated in future projects.
Drug Intervention Notification Program Team
Department of Health and Social Services and Delaware Criminal Justice Information System
This team created an automated system that allowed for the seamless communication of crisis-related information between law enforcement agencies and the Division of Substance Abuse and Mental Health (DSAMH) to help Delawareans in need. The system they created provides real-time notification to DSAMH’s Crisis Team when law enforcement is called for suspected drug or mental health events. The Crisis Team can then proactively engage those individuals with the services or treatment programs that can help them. This process also alerts DSAMH of kids who may be present or the subject of an event, and they can refer those cases to relevant partners for follow up. Between September and December 2019, DSAMH received 762 referrals and the Crisis Team provided intervention services to approximately 359 individuals.
Commitment Award Recipient
Election Systems Migration Team
Department of Election, Department Technology & Information,
Department of Transportation, and the Delaware Criminal Justice Information System
In preparation for the 2020 General Election, this multi-departmental project team streamlined and modernized the State of Delaware’s voter registration and voting process by moving off a mainframe system to a secure, cloud-based solution using state-of-the-art technologies. These enhancements included implementing new voting machines, establishing a paper record of each electronic ballot cast, and improved security on all network communications. The new system also integrates with the Division of Motor Vehicles and provides a user-friendly voter experience that offers multiple opportunities for citizens to register to vote or modify their existing voter information.
