Benefit-Eligible Orientation
Thank you for deciding to join the State of Delaware agency team.
This page is a resource for you as you complete your new hire paperwork, review required policies, provide links to attend required training, learn about State benefits provisions, and become acquainted with state employment. Remember to deliver all required forms to your Agency HR/Ben Rep on or before your first day of work. Please review the Benefit-Eligible Orientation NEO modules.
NOTE: If you are eligible for benefits, not covered under any health plan and choose not to enroll in one of the State's Plans, you will not be eligible to enroll in one of the State's Plans until Annual Benefits Open Enrollment which occurs in May with a July 1 benefit effective date.
Required Benefit Eligible Employees NEO Documents
(Most of the following forms will need completion and supporting documents submitted by your first day of employment. Please confirm your required deadlines with your Agency HR/Ben Rep.)

Direct Deposit Authorization (along with a voided check or bank statement) - For Agencies using Payroll Human Resources Statewide Technology (PHRST), the employee’s first paycheck will be a live check –that is– it will not be deposited directly into employee’s banking account.

I-9 Employment Eligibility Form - submit 1st day of employment; required supporting documentation is due Day 3 of employment.

Pension Actuarial Form (P-1) - This form may be signed live or by digital signature if time and date stamp are included with signature. State Pension Plans may not apply to specific positions at Agencies. Your Agency HR/Ben Rep will advise you.

Pension - Designate or Change Beneficiary for Pension Contributions - This form may be signed live or by digital signature if time and date stamp are included with signature. State Pension Plans may not apply to specific positions at Agencies. Your Agency HR/Ben Rep will advise you.

Agreement to Comply Form (Following DLC Dissemination implementation, only to be used for EE’s not provided with a State Email address.) This Onboarding process is in transition and those assignments may come through the Delaware Learning Center (DLC), once you are entered into the State’s human resource information system and effective September 11, 2023, the initial required policies and training are sent to you from the DLC.
Required Policy Review and Acknowledgement and Training
There are required policies to review and acknowledge and required training to attend. Your Agency DHR Ben/Rep will provide you with policy and training information. Effective September 11, 2023, your policy and training assignments are through the DLC.
