Before Your First Day



As discussed previously, the State provides an Onboarding process that includes Preboarding (before your first day), Statewide Onboarding including New Employee Orientation (NEO) Modules (for benefit-eligible new hires) and continues at your agency with specific agency requirements. The Preboarding phase of New Hire Onboarding include those actions needing to occur before you officially start your first day of employment.

  1. Review Your Offer/Appointment Letter - Your Offer/Appointment letter contains important information about your position, your pay, and items you will need to complete at or prior to your New Hire Orientation. If you received a Conditional Offer/Appointment letter, please pay special attention to the conditional requirements and deadlines for completion. If you are Benefit-Eligible, the letter may also contain details on benefits and leaves the State offers.

    The Offer/Appointment letter will also provide you with the names of your supervisor, and your agency's Human Resource Benefits Representative (Agency HR/Ben Rep). Your Agency HR/Ben Rep will be your primary point of contact for completing the new hire process.

  2. This NEO website provides you an overview of employment requirements, statewide policies, required training, how to access technology, and benefits enrollment information, if applicable. (Merit Rules do not apply to employees hired into non-merit positions.)

  3. Select the Orientation for your employment status of either Benefit-Eligible or Casual/Seasonal. For Benefit and Leave Eligible employees, modules are included that can be viewed from anywhere internet is available so that you can review the orientation information at your own pace. The NEO modules will take time to complete as we want to give you all the information you will need to complete employment requirements and make the most informed benefit decisions. The good news is that you can complete it all at once or only do a module at a time at your own pace and right in the convenience of your own home. Important benefits enrollment information is included. For Casual/Seasonal employees or other status not eligible for benefits or leave, information will be provided on the Casual/Seasonal Orientation link. If you have additional questions, please contact your Agency Ben/Rep.

  4. Collect and provide employment paperwork listed in the New Hire Orientation Checklist that came with your Offer/Appointment letter. One very important form that must be submitted by your first day of employment is your I-9 Employment Eligibility Verification Form. The proof of identity should accompany this form or be provided to your Agency Ben/Rep by your third day of employment. If you are hired into a fully remote position, please contact your Agency HR/Ben Rep for guidance on completing this mandatory employment step.


  1. State Identity Proofing and Provisioning - In order to verify your identity for the purpose of providing you access to State networks, you will receive notices and instructions from your Agency HR/Ben Rep and DTI. If you have questions on how to proceed, please contact your Agency HR/Ben Rep.

  2. Complete the Statewide Onboarding tasks and plan to or meet with your Agency HR/Ben Rep If scheduled, where you will submit any remaining required employment documents; review benefit elections and review leaves, if applicable; and other important information will be shared. This meeting, if scheduled, may occur before or on your first day of employment. Your Agency Ben/Rep an provide additional information for casual/seasonal employees to submit your employment paperwork.

  3. Read and acknowledge required policies/documents and attend required training that is assigned. This Onboarding process is in transition and those assignments may come through the Delaware Learning Center (DLC), once you are entered into the State’s human resource information system. Effective September 11, 2023, required policies and training are sent to you from the DLC.
