Helpful Tips for Completing the Online Course

  • Navigate through the course by reading the information. This course is compatible with screen reader software.
  • If you need to reset your password for the Delaware Learning Center (DLC), your User ID is your Employee ID number.
  • Use either Google Chrome, Firefox, or Edge to complete the course – DO NOT use Internet Explorer.
  • If you experience issues with being able to view the online course, try turning off your pop-up blocker.

Note: If you do not have access to the Delaware Learning Center (DLC), you must complete the course using the Website Access Link.

Instructions:

  1. Access the Delaware Learning Center through either State Sign-On or Standard Login.

  2. Once logged in, your next step will depend on whether you have been assigned the course:

    1. If you were assigned, you will see 2026 Open Enrollment Guide under “View Transcript.” Click Launch.

    2. If you were not assigned, type “Open Enrollment Guide” in the global search box located in the top right corner of the screen. Select the course and on the Details screen, click Launch.

  3. After you finish the course, close the window. Please complete the course survey to help us improve future Open Enrollment courses.

The online course is being offered to you as a convenient source of information about:

  • Your benefits for the plan year that begins July 1, 2026, including changes; and
  • How to meet the requirements to actively participate in the 2026 Open Enrollment.
