Health Benefits

FY25 How to Select a Health Plan (approx. 20 minutes in length)

Compare the four health plans and learn how to use available tools to select the best health plan based on your personal needs.


FY25 Choosing the Right Care (approximately 20 minutes in length)

After you select a health plan, learn how to use it to its fullest potential by choosing the preferred site of care for services based on personal needs and cost effectiveness.


FY25 First State Basic Plan (approximately 15 minutes in length)

The Highmark DE First State Basic Plan is an in-network medical plan that provides services subject to a coinsurance after the deductible is met. In this plan, prescription medications are included for fixed copays that are never subject to the deductible. This course reviews how the plan pays for services, including real-life examples.


FY25 CDH Gold Plan (approximately 15 minutes in length)

The Aetna CDH Gold Plan offers in-network and out-of-network medical benefits with a State funded Health Reimbursement Account (HRA) to assist with any portion of medical services not covered by the plan. In this plan, prescription medications are included for fixed copays that are never subject to the deductible. A coinsurance applies for medical services after the deductible is met. This course reviews how the plan pays for services, including real-life examples.


FY25 HMO Plan (approximately 15 minutes in length)

The Aetna HMO Plan is a managed-care in-network only medical plan with fixed copays for most services including prescription medications. This plan does not have a deductible or out-of-network benefits. Members are required to have a designated Aetna Primary Care Physician (PCP) and obtain a referral from their PCP to see a specialist (with the exception of urgent care, OB/GYN, emergency room and behavioral health visits). This course reviews how the health plan pays for services, including real-life examples.


FY25 Comprehensive PPO Plan (approximately 15 minutes in length)

The Highmark DE Comprehensive PPO Plan is an in-network and out-of-network medical plan with fixed copays for most services including prescription medications. In-network services do not have a deductible. This course reviews how the plan pays for services, including real-life examples.

Benefit Policies

Spousal Coordination of Benefits (approximately 10 minutes in length)

Employees and pensioners who cover their spouse in one of the State of Delaware health plans MUST complete a new Spousal Coordination of Benefits Form upon initial enrollment, each year during Open Enrollment and anytime your spouse’s employment or insurance status changes. This course highlights important policy information and basic information on accessing and completing the form.


Dependent Coordination of Benefits (approximately 10 minutes in length)

This course highlights the Dependent Coordination of Benefits Policy. The policy determines which coverage is primary when dependent children are covered under a State of Delaware plan and also have other health coverage. Dependent Coordination of Benefits forms must be completed for each enrolled dependent child upon enrollment in other health coverage and anytime the other health coverage changes.


Qualifying Events (approximately 10 minutes in length)

A qualifying event is an event that allows you to make changes to your benefit coverage. As a result, you would then become eligible to drop, change, or enroll in benefits through the State of Delaware without having to wait until the next Open Enrollment period. This course clarifies the definition of a qualifying event, provides examples of events that do and do not qualify, and reviews the time frames for reporting a qualifying event, as well as forms and supporting documentation needed for the benefit change to occur.

Disability Insurance Program

Disability Insurance Program Overview (approximately 8 minutes in length)

Understand general information about the Disability Insurance Program, eligibility criteria and definition of benefits offered (Short Term Disability, Long Term Disability and Return to Work).


Short Term Disability (approximately 11 minutes in length)

Understand general information about the Short Term Disability plan, including coverage, effective and termination dates, definition of the elimination period, claim filing instructions, benefit payments, transitioning to Long Term Disability and the appeals process.


Long Term Disability (approximately 8 minutes in length)

Understand general information about the Long Term Disability plan, including the transition process from Short Term Disability, coverage, compensation and appeals process.


Return to Work (approximately 7 minutes in length)

Understand general information about the Return to Work program, including eligibility criteria, Return to Work from Short Term Disability and Return to Work from Long Term Disability.

Additional Benefits

Accident and Critical Illness Insurance (approximately 15 minutes in length)

This course provides an overview of the Accident and Critical Illness Insurance plans offered by the State of Delaware and administered by Securian Financial.


FY25 Flexible Spending Account (FSA) (approximately 15 minutes in length)

Want to save money? With a Flexible Spending Account (FSA), benefit-eligible State of Delaware employees can receive a pre-tax savings on eligible out-of-pocket costs for healthcare and dependent care expenses. The Health Care and Dependent Care FSA plans are administered by ASIFlex. This course reviews how the two different plans work, including their benefits, eligible expenses, contribution limits and how to enroll.


State Group Universal Life (GUL) Insurance (approximately 15 minutes in length)

This course provides an overview of the Group Universal Life Insurance plan offered by the State of Delaware and administered by Securian Financial.
