Disability Insurance Program (DIP) - Obtaining and Maintaining THAA Access
Effective September 15, 2025, new Disability Insurance Program/Return to Work (DIP/RTW) Representatives needing The Hartford Ability Advantage (THAA) access must complete required readings and trainings prior to and after receiving THAA access. The purpose of these requirements is to ensure the new DIP/RTW Representative has the necessary knowledge, understanding, and tools to successfully perform their administrative and/or paying responsibilities related to the State of Delaware’s DIP.
Please follow the instructions below:
REQUIRED STEPS TO COMPLETE PRIOR TO RECEIVING THAA ACCESS
- The employing organization’s HR and/or Payroll Lead must send a request for updating SBO’s list for THAA access as soon as possible following an organization contact change to the SBO Benefits HelpDesk at benefits@delaware.gov. Refer to SBO External Procedure COMM-001 – Receiving and Sending Benefit Communications (located on the Secure Benefits Representative website). Once the THAA update request is received, SBO will send the organization’s HR and/or Payroll Lead a confirmation email with specific instructions.

The DIP/RTW Representative must complete the following online trainings:
- Once the DIP/RTW Representative has completed all the required readings and online trainings in Steps 2 and 3, the employing organization’s HR/Payroll Lead or Supervisor must complete the Attestation Form - Prior to Receiving THAA Access.
Note: Within 48 business hours of submitting the completed form, SBO will contact the DIP/RTW Representative and work to provide THAA access.
REQUIRED STEPS TO COMPLETE AFTER RECEIVING THAA ACCESS
- The DIP/RTW Representative must read the following documents within 60 calendar days of receiving THAA access:
- Disability Insurance Program Quick Reference Chart
- *THAA Employer Reports User Guide
- Human Resources/Payroll Disability Insurance Program Checklist
- Short Term Disability Form Letter, Employee Acknowledgement and Claim Filing Checklist, Guidelines & Activity Log
- Exhaustion of STD Benefit Communications
- *Procedure DIP-001: Assuring Continuity of Benefits Coverage (Health, Dental, and/or Vision) for Individuals Transitioning to LTD Who Are No Longer Actively Employed
- *Procedure DIP-002: Completing the Eligibility To Verify (ETV) for Employees Who File a Short Term Disability (STD) Claim
- *Procedure DIP-003: Confirming DIP Enrollment for Employees Hired Prior to January 1, 2006
- *Procedure DIP-005: Completing the Overpayments Spreadsheet to Recoup Overpaid STD Wages
- *Procedure DIP-011: Accessing and Understanding the Daily Change Activity Report (DCAR)
- *Procedure DIP-012: Entering STD Amount Payable in Payroll Systems
- *Procedure DIP-013: Reporting and Revising Non-Contractual Dates for Less Than Twelve Month Educational Employees (Note: Applicable only for School Districts, Charter Schools, and DSU)
- *Procedure DIPRTW-001: Completing the Performance/Conduct Form on Former Merit Employees for the Purpose of Return to Work from a Disability (RWD) (Note: Applicable only for Agencies with Merit Positions)
- *Procedure DIPRTW-002: Reporting Return To Work, Rehire, and Work Status Changes of Employees from STD or LTD
- *Procedure DIPRTW-003: Requesting Ergonomic Evaluations and Safety/Risk Management Trainings
- *Procedure DIPRTW-004: Providing Stay at Work Assistance to Employees Returned to Work from STD or LTD
- *Procedure DIPRTW-005: Checking DEL for Qualified Return to Work from Disability (RWD) Candidates for Merit Positions (Note: Applicable only for Agencies with Merit Positions)
- *Procedure DIPRTW-006: Reporting Hours for Employees Working Part-Time Who Are Receiving STD Benefits

The DIP/RTW Representative must attend one of the Hartford’s virtual training sessions - "Disability Claim Process Overview & THAA Portal Training" within 60 calendar days of receiving THAA access. The training is offered once a month. Teams meeting invites for the training dates/times are sent by SBO to the DIP/RTW Representative upon receiving THAA access. The remaining 2025 training dates/times are:
- Tuesday, October 14, 2025, from 9:30 a.m. – 10:30 a.m.
- Tuesday, November 4, 2025, from 9:30 a.m. – 10:30 a.m.
- Tuesday, December 9, 2025, from 9:30 a.m. – 10:30 a.m.
Please note, training dates/times for 2026 are forthcoming and will be communicated by SBO towards the end of 2025.
- Once the DIP/RTW Representative has completed all the required readings and THAA training in Steps 1 and 2, the employing organization’s HR/Payroll Lead or Supervisor must complete the Attestation Form – After Receiving THAA Access.
Note: If the required readings, THAA training, and form are not completed within 60 calendar days from the date the DIP/RTW Representative received THAA access, the DIP/RTW Representative’s THAA access may be terminated by SBO.
