She consistently exceeds expectations by training new employees, resolving complex Driver Services cases, and collaborating across DMV sections to ensure accurate and consistent operations. Her outstanding performance has earned numerous customer commendations and formal recognition from DMV leadership, and she is widely respected at the Wilmington DMV for her expertise and positive influence. April also founded the DMV’s “Cancer Awareness” initiative, inspiring colleagues to support cancer research in honor of her mother and fostering meaningful charitable engagement. Known by her peers as their "Shero," she leads with kindness, integrity, and calm under pressure, truly embodying the highest standards of public service.
Laurie Cahall, Department of Health and Social Services
Laurie Cahall stands out for her outstanding fiscal stewardship, persistence, and compassionate service to vulnerable populations. As a Fiscal Advisor, she goes above and beyond to ensure individuals with limited resources still receive the medical and personal support they need—while also mindful of costs to the State. Over the past year, she helped secure more than $172,000 in savings by advocating for financial assistance, negotiating discounts, and finding alternative coverage, often pushing through initial denials to get results. Beyond the numbers, Laurie is known for being a great partner to clinical staff, guardians, and her colleagues, and for the way she shows up with compassion and professionalism every day. She also gives back by volunteering her time to support community efforts, reflecting her deep commitment to the people she serves.
Jeff Leonard, Department of Transportation
Jeff Leonard is someone who consistently goes above and beyond in ways that truly make a difference. As North District Maintenance’s HazMat Specialist, he responds to hazardous materials incidents across the entire state—often at a moment’s notice—working closely with DNREC to make sure situations are handled safely and efficiently. Over time, his role has expanded significantly, including leading homeless encampment removals statewide, where he coordinates with multiple agencies, oversees contractors, and ensures the work is done with both safety and compassion. Even with limited resources, Jeff continues to manage this complex work on his own, handling difficult situations with professionalism and care. He also stepped up to lead the repair of a major roadway sinkhole, coordinating efforts across teams and contractors to restore safety and earn praise from the community. On top of that, he supports historical research requests from agencies like the EPA and manages critical operations like salt inventory during winter storms. Known for his professionalism, problem-solving, and compassionate approach, Jeff’s leadership and impact have earned recognition from state leadership, partner agencies, and constituents alike.
Aaron Schrader, Department of Human Resources
Aaron has provided exceptional leadership as the Department of Human Resources lead for implementing Delaware’s Paid Family Leave Law, guiding the State toward full compliance with the January 1, 2026, requirements. He brought together a cross-agency workgroup, kept complex workstreams organized, and ensured steady progress toward compliance. Aaron also led statewide outreach efforts, including workshops for nearly 200 participants and the development of clear guidance and resources to support agencies. His ability to quickly create processes and communications was critical in achieving 100% completion of required state registrations on a tight deadline. At the same time, he continued to support his team through staffing changes and advanced improvements to existing programs. Aaron’s leadership, organization, and commitment have made a significant impact and positioned the State for the successful implementation of this important initiative.
Eva Steele, Department of Health and Social Services
Eva Steele is known for her strong work ethic, adaptability, and genuine commitment to both her team and the people she serves. Over her ten years at Delaware Hospital for the Chronically Ill, she has consistently stepped up when it matters most—whether that’s jumping in at the last minute to keep a critical project on track or taking the lead on complex facility moves to improve workspace for staff. She’s grown through multiple roles, from food service to Supply Storage Distribution Coordinator, and is now a trusted go-to for managing supplies, coordinating relocations, and supporting contractors. Beyond her operational accomplishments, Eva’s voluntary participation in the facility’s Connect Community led to her building a meaningful connection with a challenging resident, further highlighting her compassion, quiet strength, and unwavering dedication to public service. Known for her "can-do" attitude and quiet strength, she approaches every challenge with positivity and has become a valued and respected member of her team.
