Celebrating 35 Years of the ADA
On July 28, 2025, People and Culture team helped organize a proclamation event at the Delaware Public Archives to mark the 35th anniversary of the Americans with Disabilities Act (ADA).
The event featured remarks from Governor Matt Meyer, DHR Secretary Yvonne Anders Gordon, John McNeal, Director of the State Council for Persons with Disabilities, and members of the Delaware General Assembly. Speakers reflected on the progress made since ADA’s passage and reaffirmed Delaware’s commitment to accessibility and belonging for all. DHR Joins Statewide Pride Month Celebration
The Department of Human Resources was proud to join Governor Matt Meyer, Lieutenant Governor Kyle Evans Gay, and leaders from across the State of Delaware for the Pride Month Proclamation and Flag Raising Ceremony.
Secretary Yvonne Anders Gordon, Deputy Secretary Lisa Tucker, and other DHR staff attended to show support for the LGBTQIA+ community and recognize the significance of Pride Month for employees and Delawareans alike.

DHR Joins Governor Meyer in Proclamation Signing for AANHPI Heritage Month
The Department of Human Resources (DHR) joined Governor Matt Meyer for a proclamation signing recognizing May as Asian American, Native Hawaiian, and Pacific Islander (AANHPI) Heritage Month. The event celebrated the rich histories, cultures, and contributions of AANHPI communities in Delaware and across the nation. Remarks were shared by our own Secretary Yvonne Anders Gordon; Secretary Charuni Patibanda-Sanchez of the Department of State; Devin Jiang, Co-Director of Make Us Visible Delaware; and Representative Sophie Phillips of the Delaware House of Representatives.
Other attendees included Theresa Del Tufo, author and co-author of Women Powered! A New Paradigm of Influence and Equity; and Y.F. Lou, Co-Director of Make Us Visible Delaware, along with his two children. Additional DHR staff were also in attendance to show their support for this meaningful recognition. Women's History Month Panel Discussion
On April 2, 2025, DHR in partnership with Delaware State University's Division of Administrative Services and Diversity, Equity, and Inclusion Council, hosted a panel discussion to continue the celebration of Women's History Month. Panelists included the current and former Delaware Secretaries of Labor, including LaKresha Moultrie, Esq. Delaware Department of Labor Secretary, Dr. Patrice Gilliam, Interim Provost & Chief Academic Officer, Delaware State University, and Karryl Hubbard, Esq., Director of Constituent Services, U.S. Senator Lisa Blunt Rochester. The conversation was moderated by Chonnie Blair, Founder & Principal Consultant of Chinwe Solutions. From strategies to strengthen talent pipelines to the importance of creating equitable opportunities in emerging industries, the panelists shared personal insights, practical advice, and a clear vision for the future. The event brought together a full house of attendees for an inspiring and engaging conversation about workforce development, inclusive policies, and the powerful impact of women in leadership roles. This event was a strong reminder of the importance of continuing these conversations. Other partners included the ACLU of Delaware, the Delaware Historical Society - Mitchell Center for African American Heritage, the Delaware River & Bay Authority, our Office of Women's Advancement & Advocacy, and the Department of Labor Local Diversity Council. Women's History Month Event: Spotlighting Retired United States Air Force Captain Theresa Claiborne, the First Black Woman Pilot in the United States Air Force.
In honor of and celebration of Women's History Month, the Department of Human Resources, Division of Equity, and Inclusion co-sponsored and attended “Beyond Boundaries: Where Imagination Takes Flight,” which took place on Tuesday, March 11, 2025. This free event featured the groundbreaking journey of Retired United States Air Force Captain Theresa Claiborne, the first Black Woman Pilot in the United States Air Force. Breaking barriers and redefining what's possible, her story is one of courage, perseverance, and leadership proving that boundaries exist only to be challenged. The event was organized by the Delaware River and Bay Authority (DRBA) and held at the Delaware State University's Education and Humanities Building, in Dover Delaware.
