Training Courses Offered

Fundamentals of Employee & Labor Relations (DLC)

This two-part course is designed for human resources practitioners, agency supervisors and managers, and certificate program participants.

Administering a disciplinary action can be difficult and stressful for both supervisors and human resource personnel. Even when discipline is justified and warranted, managers, supervisors, and HR Practitioners must be extremely careful to analyze each situation carefully and to follow the State's Employment and Labor Relations Policies and Procedures.

Part 1, "Conducting Alleged Employee Misconduct Investigations," addresses the fundamentals of conducting investigations, investigation planning, incident and Respectful Workplace and Anti-Discrimination (RWAD) complaint response, collecting and evaluating evidence, and preparing an investigation report.

Part 2, "Handling Discipline and Grievance Issues," addresses determining just cause standards, implementing discipline, and managing grievances. Participants will also learn to learn to differentiate between a complaint and a grievance and how to apply these policies and procedures for merit, union, and non-union employees.


Hearing Officer Training (DLC)

This course is designed for agency management involved in the disciplinary process and for agency Directors and above that will take part in Grievance Hearings.

After the agency has administered disciplinary action to an employee, that employee has the right to grieve the matter using the appropriate process provided in the Merit Rules or collective bargaining agreement. This course will provide the rules, regulations and procedures governing the grievance process and the duties and responsibilities expected of those serving as the hearing officer.
