2021 Open Enrollment Course – Delaware Learning Center
Helpful Tips for Completing the Online Course
- If you need to reset your password for the Delaware Learning Center (DLC), your User ID is your Employee ID number.
- Use either Google Chrome, Firefox, or Edge to complete the course – DO NOT use Internet Explorer.
- If you experience issues with being able to view the online course, try turning off your pop-up blocker.
Note: If you do not have access to the Delaware Learning Center (DLC), you must complete the course using the Website Access Link.
Instructions:

Access the Delaware Learning Center through either State Sign-On or Standard Login.

Once logged in, your next step will depend on whether you have been assigned the course:

If you were assigned, you will see Navigating Open Enrollment under “Your Transcript.” Click Launch.

If you were not assigned, type “Navigating Open Enrollment” in the global search box located in the top right corner of the screen. Select the course and on the Details screen, click Launch.

After you finish viewing the course, close the window. Please complete the course survey to help us improve the Open Enrollment courses in the future.
The online course is being offered to you to ensure that you:
- Have an easy to access and convenient source for information and changes related to your benefits for the plan year that begins July 1, 2021; and
- To provide you with guidance on how to meet the requirements to actively participate in the 2021 Open Enrollment.
